This position is being posted for a potential government contract opportunity. Employment and compensation are contingent upon contract award. The pay range listed represents a good-faith estimate, in accordance with California pay transparency requirements, and may vary depending on the final contract terms, the candidate’s experience, education, and other job-related factors.


Job Overview:

The Program/Contract Manager is responsible for the overall management and administration of the DLIFLC Academic Network Labor Contract. This position manages all contract activities onsite, oversees all sections, and ensures the contract staff is adequately manned and trained to meet deliverables. The Program/Contract Manager serves as the primary liaison with the Government, establishes priorities, and coordinates training in new technologies as needed. The individual in this role has full authority to act for the contractor on all contract matters relating to daily operation and is available during regular business hours (0745-1645) and off-duty hours for maintenance and emergency conditions as required.


Essential Duties & Responsibilities:

  • Direct supervision of all contract staff and key personnel.
  • Manages administrative aspects of the contract, including manning, training, and deliverable compliance.
  • Acts as the primary point of contact for the Government and coordinates with the COR and other stakeholders.
  • Manage daily operations of the contract and ensure uninterrupted performance of all tasks defined within the PWS.
  • Oversee the manning and training of contract staff to meet deliverables and performance standards.
  • Liaise with Government representatives to establish priorities and coordinate training in new technologies.
  • Ensure compliance with all contract requirements, specifications, and applicable regulations.
  • Attend and participate in scheduled and unscheduled meetings, conferences, and briefings as required by the Government.
  • Develop and maintain a Quality Control Plan (QCP) and Work Plan, ensuring all services are performed in accordance with the PWS.
  • Monitor and ensure staff qualifications remain current and valid throughout contract performance.
  • Identify, investigate, and correct any non-conforming performance and prevent similar deficiencies in the future.
  • File and save all Quality Control related documents for the life of the contract plus 5 years.
  • Provide timely reports and deliverables as required by the contract, including weekly, bi-weekly, monthly, and quarterly status reports.
  • Ensure all contract personnel complete required training (AT Level I, OPSEC, iWATCH, INFOSEC, SHARP, TARP, CUI, PII, IA, etc.) within specified timeframes.
  • Manage contract phase-in and phase-out activities to ensure continuity of services.

  • In-depth understanding of IT service management, network operations, cybersecurity, and data center operations.
  • Ability to manage complex projects and coordinate with multiple stakeholders.
  • Proficiency in risk management, problem-solving, and decision-making.
  • Knowledge of DoD, Army, and DLIFLC regulations and standards.
Requirements

Minimum Requirements/Education:

  • BA/BS from an accredited college or university with a minimum of 5+ years of relevant experience, or AA/AS with 7+ years of experience.
  • Any one of the following: IAT Level II (CySA+, Security+, CND, or SSCP) Certification and CE/OS Certification.
  • PMP Certification required.

Security Requirement:

  • Active Secret Clearence

Location/Travel Requirements: 

Based in Monterey, CA (Presidio of Monterey) with travel to additional sites including HI, AZ, CA, VA, and other CONUS/OCONUS locations as outlined in the PWS.
