Description

Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors.


This position is being posted for a potential government contract opportunity. Employment and compensation are contingent upon contract award. The pay range listed represents a good-faith estimate, in accordance with California pay transparency requirements, and may vary depending on the final contract terms, the candidate’s experience, education, and other job-related factors.


Job Overview:

The Project Manager is responsible for upholding, defending, coaching, and mentoring sound agile practices and values within the DLIFLC Academic Network contract. This position guides the development and sustainment of agile teams into self-organized, effective units with sustainable cadence. The Project Manager identifies, understands, and documents functional requirements and user stories, and ensures the successful planning, execution, and delivery of large-scale IT projects with multiple stakeholders and competing priorities.


Essential Duties & Responsibilities:

  • Lead, coach, and mentor agile teams and project staff.
  • Oversee project planning, execution, and delivery.
  • Coordinate with technical, business, and government stakeholders.
  • Guide agile teams in adopting and sustaining effective agile practices and values.
  • Plan, facilitate, and manage the complete lifecycle of large-scale IT projects, including requirements gathering, backlog grooming, sprint planning, and release management.
  • Identify, understand, and document functional requirements and user stories.
  • Define project scope, objectives, deliverables, and success criteria in collaboration with stakeholders.
  • Develop and maintain project schedules, resource plans, and risk management strategies.
  • Facilitate daily stand-ups, sprint reviews, retrospectives, and other agile ceremonies.
  • Track project progress, manage competing priorities, and ensure timely delivery of project milestones.
  • Communicate project status, risks, and issues to stakeholders and leadership.
  • Ensure compliance with DoD, Army, and DLIFLC standards and best practices.
  • Support continuous improvement initiatives and foster a culture of collaboration and accountability.

Competencies:

  • Advanced knowledge of agile project management methodologies and tools.
  • Experience with widely successful Agile techniques: User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, and Automated Testing.
  • Strong leadership, coaching, and team-building skills.
  • Excellent communication, facilitation, and interpersonal skills.
  • Ability to manage multiple projects with competing priorities and stakeholders.
  • Strong analytical, problem-solving, and organizational skills.
  • Experience defining requirements and writing user stories for IT projects.


Requirements

Minimum Requirements/Education:

  • BA/BS from an accredited college or university with a minimum of 5+ years of experience, or AA/AS with 7+ years of experience.
  • Any one of the following: IAT Level II (CySA+, Security+, CND, or SSCP) Certification and CE/OS Certification.
  • Scrum Master Certification (CSM, PSM) required.
  • 4+ years of successful agile planning and facilitation of the complete lifecycle of large-scale projects.
  • Experience defining requirements and writing user stories.

Security Requirement:

  • Active Secret Clearence

Location/Travel Requirements:

Based in Monterey, CA (Presidio of Monterey) with travel to additional sites including HI, AZ, CA, VA, and other CONUS/OCONUS locations as outlined in the PWS.
